The boundary between Lijia (40° 6'32.15"N 119°48'22.99"E) and Yong'an (40°13'58.65"N 119°48'47.28"E) town seems okay according to the maps I can find.
However this might only imply the wall between Chengziyuguan (40°13'18.06"N 119°37'33.64"E) and Zhuizishan (40°12'20.67"N 119°44'15.90"E) which more correctly is located in Liaoning and not Hebei, and not the wall in question (that would explain why Jiabeiyan is mentioned). According to
The Ming Dynasty Great Wall in Huludao Suizhong the wall in Huludao was build on top of an old Northern Qi wall during the Hongwu reign, so the information in the two sources seems to match.
After thinking more about it, I'm not sure if it is correct to say that the wall described in this thread is the wall mentioned in the source - I don't think it is. Then this wall might be a continuation of the older Northern Qi wall that part of the Ming wall was build on
