Can anyone read this stone tablet?

No 2 and 3 from the left is 壹 and 拾, which would be the traditional way writing 11 (read from right to left), but what about the rest of them?

It reads as "Shi huang di shi yi hao"(Chinese :石黄第十一号 English: Stone yellow No.11), it is the numbering rule for towers in heibei east during Ming dynasty .
"Shi"C:石 E: stone) should be the first character of name of defense group in chage of this section . "huang" (C:黄 E: yellow )might be the first character of name of Huangtulingguan , it locates at 40
