Some interesting articles on this matter:

Especially the translated comments to the last one is a bit funny. I wonder who brings more plastic bottles to the Great Wall - Chinese or foreigners

The only individual I can think of who has instituted a serious Great Wall cleanup and preservation campaign is ... a foreigner.

Anyway, I think the whole Chinese vs. foreigner argument misses the point. What's really important is that certain individuals, regardless of nationality, need to learn to respect cultural relics.

I agree, but I must add, that even though the issue of the mess left by overnight campers is a big problem, the waste left by normal everyday Chinese visitors (locals) every day is much much worse. It always shocks me just how little respect local people have for something so important, instead just acting as though they are in some sort of theme park with loud noises, littering, wall-writing, campfires, etc

Yes, I agree. I think the government should restrict tourists No. to visit Great Wall. Or fine tourists who cause garbage, damage, etc to the great wall.

Fines are a good idea, but it would be difficult to implement, especially on the more remote and wild sections of the wall. Signs don't seem to work either as general Chinese people pay little to no attention to warning signs and things that may be against the law (ie. I have seen people fishing next to NO FISHING signs, driving where they are not supposed to, smoking in no smoking areas, climbing relics and historical areas where it clearly says NO CLIMBING, etc. I see is oh so often)

Most remarkable the quotes by William Linesay, who claims to be the man who has slept more nights on the GW than anyone else.

About two weeks ago I wrote a long email to the "International Friends of the Great Wall" reporting recent large scale destruction of the Gansu GW but did not get any answer to date.
