Condition:
100% OK for walking and tourist
70% generally good and easy recognize ( Maybe without roof or something )
50 % OK half damaged
20-30% just a foundation or naked bricks or walls.
If below 5% or even zero, we have to let it go.

I think this is a very good idea. However, it is also a huge task requiring on-site surveys. Your database would need a way to show spans, that is, starting points and ending points.
It would also require a lot of judgment because you will find, for example areas that start out in reasonably good shape, say 90%, that gradually transition to a much lower grade. So different people would rate differently.
Different rules would need to be defined for different types of Great Wall construction, as only a portion of the Great Wall is built with stone or brick.
And unfortunately it would require a lot of maintenance because some areas are being repaired while others are deteriorating.
