I don't think it's official. I have always considered the road to be the dividing line. Anything west of the road is Zhuandgaokou to me. But it looks like the Wall was rebuilt to the first tower to the west of the road so maybe that could be considered the end of Huanghuacheng. In other words, the rebuilt part is Huanghuacheng and the "good" part is Zhuangdaokou.
That's the Erdaoguan Great Wall! It can be reached about half way between Zhuangdaokou and Xishuiyu at 40°25'0.75"N 116°18'50.50"E, or by following the road through Huanghuacheng to Erdaoguan.
